Inverting Go and Stop

I understand what Internet Explorer 7 is trying to accomplish with this message, but it stops me short each time I see it:

The options below, specifically, are what trip me up: the "stop" option is associated with green icon and the "continue" option has red icon.

What's even more confusing is that the red "continue"  icon contains on "X" -- reinforcing the incorrect impression that it means "close this page." It's irritating because of the amount cognitive dissonance it causes (I need to click "stop" in order to "go").

The goal of the designer was undoubtedly to re-enforce the recommended action. However, this approach is more likely causing users to choose the wrong option because the eye is drawn to the colorful icons. I wonder how many people choose the "red X" thinking that it will close the page?
